Board of Directors

Whitnie Henderson
Chair
Whitnie Henderson has extensive experience in the community including serving as president of the Capitol Network, Connector Team Coach for Capital Christian Center, former chair of the State Bar of California’s Committee of Bar Examiners and a variety of other organizations over the past 30 years. Whitnie is the legal counsel and a legislative advocate for the Association of California Water Agencies (ACWA), where she advocates on behalf of public water agencies throughout the state. Prior to joining ACWA, Whitnie was the Legislative Project Coordinator in the Judicial Council of California, Office of Governmental Affairs. Whitnie received her J.D. from San Francisco Law School where she served as managing editor of the law review and authored an article titled, Move–Away Cases: (Custodial Parent v. Noncustodial Parent) v. Child, Whose Best Interest Should Prevail When There is a Conflict? When she is not working or serving in the community, Whitnie tries to find time to work in a couple of rounds of golf with friends.
Thomas Martin
2nd Vice Chair
Thomas W. Martin is a practicing Attorney for Martin & Martin Law Offices. He is a graduate of U.O.P. McGeorge School of Law and a member of the California State Bar, Sacramento County Bar and Capitol City Trial Lawyers Associations. He has thirty two years in private practice, concentration in Civil Litigation, including: Wills & Trusts; Family Law; and Consumer Law. Tom has been involved with VCS for more than 14 years, serving on the board of directors and as a member of the Alternative Sentencing Advisory Board from 1978-2005. He has also volunteered for Loaves and Fishes, Habitat for Humanity, Kairos Community Center, Students for the Advancement of Global Entrepreneurship, and Eppie's Great Race.

Reuben Williams
Secretary
Reuben Williams has been involved in civic engagement for several years with an emphasis in leadership development. He holds a Bachelor of Science in Business Finance from CSU, Chico where he has held past positions as President of Students in Free Enterprise and served as a regional judge for Students for the Advancement of Global Entrepreneurship. Reuben is a Development professional for Sutter Health and in addition brings many years of experience building community coalitions. Outside of VCS Reuben is an avid mountain biker, classic truck enthusiast, and member of the Carmichael Rotary Club.
Dawn LoBaugh
Dawn LoBaugh has been an active volunteer within each community she has lived over the last 25+ years. While living in Duluth, MN she was on the board for a non-profit focused on providing independent living options for adults with disabilities, and volunteered for PAVSA (Providers of Aide for Victims of Sexual Assault). In Anchorage, AK she was a board member for the local chapter of The Audubon Society. Since relocating to Sacramento in 2008, in addition to joining our Board, she has become a foster child’s CASA (Court Appointed Special Advocate) and has joined the Programs and Activities committee for the local chapter of The Wildlife Society. By day, she is an Environmental Scientist (biologist) for HDR Engineering, Inc., working with multiple flora & fauna species endemic to the Delta. Her personal interests include enjoying multiple outdoor activities (hiking, camping, etc.) and travel volunteering, which has brought her twice to India to work with both human and animal non-profits.
Sasha Tkacheff
Sasha is a unique young professional active in the Sacramento business community. She currently leads the Umpqua Bank One Capitol Mall store in daily banking activities, business relationships, and community development. Sasha utilizes both the Sacramento Metro Chamber and SACTO to stay updated on the pulse of the city. She is a member of Metro EDGE and has served on the SACTO Events Committee since 2008. Currently she is pursuing her BA in Business with Entrepreneurship and Finance concentrations at CSU, Sacramento. Assertively applying her studies, Sasha has been nominated for Store Associate of the Year in 2008 and 2009. She has used her position to seek out key volunteer opportunities such as working with Habitat for Humanity and BirthdayMAGIC. In her free time, Sasha is an electronic violinist. She performs contemporary styles of music including jazz, blues, and fusion with varying projects in Northern California.

Frank Kennedy
Executive Director
Frank came to the VCS in September 2000 as the Program Manager for the Alternative Sentencing Program. Frank has an extensive background in law enforcement, community service projects and alternatives to custody including 16 years with the El Dorado County Sheriff’s Department. In February 2004 Frank was appointed by the Board of Directors as the Interim Executive Director and in October 2005 he was named the Executive Director. Frank is a graduate of Saint Mary’s College with a Bachelor of Arts in Management.
Christine Wallace
Director of Volunteer Services
Christine joined VCS as the Community Resource Coordinator in May 2006. She comes to us with more than ten years of experience in the marketing, public relations, and community outreach field. After receiving a degree in Media Arts (Communications) from CSU Chico, she worked as a newspaper reporter, a television station promotions coordinator, and a media buyer for an advertising agency. Upon moving to Sacramento, she decided to make a change in her career and was hired by a non-profit children’s organization. After gaining valuable experience in that field, she joined our staff. Her professional goal is to strengthen relationships between volunteers and non-profit organizations in order to make a difference in Sacramento
Katrina Balcius
Community Resource Assistant
Katrina has worked with the Volunteer Center of Sacramento since March of 2007. She enjoys working at VCS because she likes matching volunteers with the perfect volunteer opportunities. Katrina even found the perfect volunteer opportunity for herself, volunteering with the Humane Education Program at United Animal Nations, through the VCS Community Resource Center. Outside of work she loves playing with her long-haired Chihuahua, Buddy, around Sacramento.
Julie Burdock
Accounting Technician
Julie began working for the Volunteer Center of Sacramento in April of 1999, shortly after receiving her degree in Criminal Justice. Since then she has worn many hats for VCS starting with the position of caseworker for the Alternative Sentencing Program. She has also collaborated with the Sacramento Youth Peer Court and helped defendants participating in the program complete community service hours that had been mandated by a jury of their peers. Julie is currently the VCS Accounting Technician. She transitioned into the financial field where she enjoys feeling a sense of accomplishment each day.
Summer Taylor
Alternative Sentencing Program Supervisor
Summer has worked for the Volunteer Center of Sacramento since September 2003 and is currently the Supervisor for the Alternative Sentencing Program. She assists people in completing their community service requirements. At the end of the day she feels a great sense of accomplishment in helping people overcome challenges they may face. In her down time, Summer loves to travel to tropical destinations like Belize and Costa Rica.
Mindy Fay
Alternative Sentencing Program Agency Coordinator
Mindy began working with the Volunteer Center of Sacramento in March 2004. Prior to joining the VCS team she worked as a Graphic Designer, and has experience in marketing, office administration, retail and six years in the United States Army. Her diverse background and skills help her to assist others with a professional yet understanding attitude. Her goal is to help those in need from the Alternative Sentencing Program clients to the various nonprofit agencies in the community.
 
 
 
Katie Nicholson
Alternative Sentencing Program Caseworker
Katie has been with the Volunteer Center of Sacramento since June 2006. Working as an ASP caseworker, she enjoys matching those who need to complete court ordered community service hours with non-profits that can use the assistance. Katie also enjoys participating in the Volunteer Center of Sacramento’s volunteer events.
Kim Hunter
Alternative Sentencing Program Caseworker
Kim joined the Volunteer Center of Sacramento and the Alternative Sentencing Program in January 2008. She brings several years of real estate experience to the Alternative Sentencing Program.
